 New monitor issue

I have just received a new ASUS IPS panel to match the one I purchased 2 years ago.  This one presents sort of multi-colored halos around icons and within solid spaces in open applications.  Text is fragmented as if a printer is running out of ink. I have tried several and new DVI cables, every setting I can think of including restarting Clear Type fonts.  And I have been through every setting on the ISP panel itself and nothing seems to affect the halos and fragmented text.  I would suspect the video card except the original ISP panel show no such signs with the new panel connected or by itself.
Anyone besides me think this is a defective unit, or, have another idea to try?

Bill, I cannot think of a single thing. Based on your symptoms, it seems you have a defective panel. Any chance of plugging it into a different computer, or at a minimum a different type of connector (such as HDMI)?

Thanks for your thoughts.  Trying it another machine, I think, is a waste of time.  If it won't run properly on the unit I bought it for, it's really not worth fooling with.  A different connector was a possibility but the video card has 2 DVI ports and a mini-HDMI.  The monitor has a standard HDMI which would mean ordering an adapter or ordering a hybrid cable and waiting 4 or 5 days.  I'm going to call the unit defective and do the Amazon RMA thing this morning.  Last time around Amazon cross shipped a new unit which would entail maybe 3 days wait.      Sounds like the best solution.  If the new one behaves the same way, I'm going call it an under-powered video card and think about a new one of those.  We'll see in a few days, I hope.

EDit: 5 minutes after I processed the RMA, an email from Amazon arrived confirming they have ordered a replacement with guaranteed 2 day delivery!
Gotta love it.

Amazon is good when it comes to their return policy. Hopefully the replacement monitor will resolve the problem once and for all. Is the new monitor intended to replace the older model, or will it supplement it in a dual monitor setup?

Hopefully the new one will be OK.  It is replacing a 12yr. old 4:3 17"  LG Flatron.  The Flatron was originally dedicated to email only, with the existing ASUS IPS as my primary.  But as I get further away from working and that whole set of people, email has become much less important and trying to use the 4:3 screen for viewing purposes is a stretch.
I frequently have both Firefox and Chrome open on different websites and my intent is to use one browser on each monitor.
 
If the second one bombs, I'm not sure what I'll do.  I looked briefly at the Dell IPS Ultrasharp panels but they are getting very mixed reviews lately about waking from sleep mode and old software not recognizing connectivity, although the price is only about $120 more.  But that decision hopefully won't have to be made.  I'll know on Thursday.

Hopefully the new one does resolve the problem. But if for some reason it does not, then it seems logical that it is a graphics card problem.

That Dell sure looks sweet, though. I wouldn't mind the 27" model with QHD 2560 x 1440 resolution.

That  was my thought exactly, both thoughts actually! Don't think I'll start looking for a new VC yet though.

The price to go an inch is almost $200, to go to 27" almost doubles the cost, but yes, it looks great.

Well lo and behold... the new IPS panel is here and it works.  Yea!  Still needs to be calibrated but so far all is well.
I guess all the VC concern was for naught.
